What is the Community Safety Accreditation Scheme? (CSAS)
This is a totally up to the minute 6 day Vocational Qualification Level 2 course available to organisations and their employees that are involved with community safety to be accredited by the police.

It grants accredited people limited powers which are aimed at providing a better quality of life in the community, and helps to co-ordinate some activities like visible patrol and the sharing of information.

Part 1 of the course also covers the criteria set out by the Security Industry Authority (SIA) to achieve individual's licensing requirements in relation to Private Security.

Training needed to succeed
Individuals must receive training in many areas of law, procedures and powers which include human rights, diversity and equal opportunities.

 

 

Who Can Apply For Accreditation?
Likely applicants can include:
local authorities
housing associations
voluntary organisations
hospital wardens
sports stadium operators
countryside wardens
retail park wardens
parking attendants
private security operators
any organisation involved in community safety.

This scheme can only be set up after a process of consultation with the police and the Crime and Disorder Reduction Partnership.

The police are not directly involved in the direction of accredited people or control their roles or day-to-day activities.

 

Accredited Powers Available:
There are currently 24 powers available at application stage - examples as follows:
to request the name & address of a person acting in an anti-social manner
to require the removal of abandoned vehicles
to confiscate alcohol, cigarettes and tobacco products from young people
issue of fixed penalty notices for dog fouling, littering and riding a bicycle on a footpath
regulate traffic for the purpose of escorting abnormal loads
issue of fixed penalty notice for disorder for wasting police time or giving a false report

Not all powers will necessarily be given to every accredited person. Instead it is suggested that the powers will be dependent on the nature of the accredited person’s role.
